It snowed here in Houston yesterday, which is a very rare thing. It had al melted by 10 this morning.
You may be on to something. Hurricanes not only churn up cooler water, but they take heat and energy out of the Gulf. It is usually the warm waters of the Gulf that keeps Houston above freezing.
I found some examples for Houston
